About You
As the Customs and FTZ Compliance Manager, you serve as the subject matter expert responsible for developing, implementing, and overseeing all aspects of the company’s customs compliance program and Foreign Trade Zone (FTZ) operations. In this role, you ensure full adherence to U.S. and international trade laws, minimize duty exposure, and maximize the strategic benefits of the FTZ program. You act as the primary liaison with CBP and other government agencies, while partnering closely with internal teams to drive operational excellence, strengthen compliance, and mitigate risk throughout the supply chain.
Job Duties & Responsibilities
- Regulatory Adherence: Ensure all import and export activities comply with 19 CFR, Export Administration Regulations (EAR), OFAC, and other applicable laws and regulations via continual monitoring of changes and trade regulations.
- HTS & Valuation: Oversee Harmonized Tariff Schedule (HTS) classification, product valuaton, and country-of-origin determinations to ensure accuracy for duty payment and reporting.
- Trade Programs: Identify and implement duty optimization strategies, including Free Trade Agreements (FTAs) and duty drawback claims.
- Documentation & Recordkeeping: Manage the preparaton, submission, and retention of all required customs documentation and maintain audit-ready records for the required period (typically five years).
- Broker Management: Oversee relationships with third-party customs brokers and freight forwarders, monitoring their performance and ensuring accurate and timely filings.
- Risk Management & Audits: Conduct regular internal audits and risk assessments. Manage responses to inquiries, audits, and investigations from government agencies, including CBP.
- FTZ Operations Oversight: Manage & oversee the day-to-day operations of the FTZ program, including zone admissions(e-214s), withdrawls, inventory control, and recordkeeping systems. Manage ACE and Integration Point accounts.
- Compliance & Reporting: Ensure rigorous compliance with FTZ Board regulations and CBP requirements (19 CFR 146). Prepare and submit all required periodic reports, including the Annual Reconciliation and annual report to the FTZ board.
- Inventory Control: Ensure the integrity and accuracy of the FTZ inventory control and recordkeeping system (ICRS)
Specifications
- Education: Bachelor's degree in International Trade, Supply Chain Management, Business, or a related field; a Master's degree is a plus.
- Experience: Minimum of 5-7 years of experience in customs compliance or international trade, with at least 2-4 years of direct, hands-on experience managing a Foreign Trade Zone.
- Certifications: U.S. Licensed Customs Broker (LCB) license is highly preferred or required; Certified Customs Specialist (CCS) and Accredited Zones Specialist (AZS) are preferred.
- Knowledge: Comprehensive working knowledge of U.S. Customs regulations (19 CFR), HTS classification, valuation, country of origin rules, and FTZ operating procedures.
- Technical Skills: Proficiency with FTZ Inventory Control and Recordkeeping Systems (ICRS) and Global Trade Management (GTM) software (e.g., SAP-GTS), along with strong Microsoft Excel and data analysis skills.
- Attributes: Strong analytical and problem-solving abilities, exceptional attention to detail, strong leadership and communication skills, and the ability to work autonomously and manage multiple priorities.
